A chatbox question

Ok I may just be having a dumb moment but I dont get it. How do we use the chat box? I dont see anywhere to type or havent come across a setting anywhere to ask if I want to, is it something I have to wait so many posts for? If Im just being silly and missing something please feel free to point it out just as bluntly as possible lol. Thanks
